November 9 Press Release

On November 9, 2020 at 10:12 a.m., Norfolk Police and Norfolk Rescue were called to an injury accident in the 900 block of S. 13th Street. A pedestrian was attempting to cross 13th Street from east to west. The pedestrian crossed the two northbound lanes and was walking west in the middle turning lane. There was a south bound semi tractor-trailer in the inside lane. The pedestrian did not stop walking and walked into the side of the passing semi-trailer. The pedestrian was identified as Joshua Lyons, 47, homeless. He suffered a non-life threatening, moderate, head injury and was treated at Faith Regional Hospital. Lyons was issued a citation for a pedestrian violation. Alcohol was identified as a contributing factor.

On November 9, 2020 at 2:31 p.m., Norfolk Police were called to an apartment building in the 1200 block of Norfolk Avenue for a check welfare. The manager wanted officers to check on Nicole R. Hartman, 39, of Norfolk, because she was acting strange. She described that Hartman was yelling throughout the building, not making any sense in what she was saying and was naked in the hallways. Officers had contact with Hartman in her apartment. During this contact, officer’s felt that she was under the influence of a controlled substance. She allowed officers to search her apartment. Officers recovered several pieces of broken glass with burnt residue, and a straw that contained a crystalized substance that tested positive for methamphetamine. Hartman was arrested for possession of a controlled substance. She was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
