October 11 Press Release

On October 9, 2020 at 9:36 p.m., Norfolk Police were called to a disturbance between a male and female at a residence in the 1200 block of Elm Avenue. By speaking to the female when officers arrived, they learned that the male party involved in the disturbance was identified as Thomas J. Ingram, 42, of Norfolk. The female stated that the male was inside the residence. A check of Ingram’s history showed an active arrest warrant out of California for absconding parole with the original conviction being for false imprisonment with violence. Officers communicated with Ingram through the back door but he refused to allow officers entry. Officers negotiated with Ingram for several minutes prior to forcing entry into the house. Ingram attempted to keep the officers out and resisted being handcuffed. Ingram was arrested on the California arrest warrant for absconding parole, obstructing a police officer and resisting arrest. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.


On October 11, 2020 at 4:02 a.m., Norfolk Police were called to the 900 block of S. 1st Street for a disturbance involving a male banging on a door to a residence. Upon arrival, officers had contact with Aldo J. Garcia, 18, of Norfolk. Aldo was sitting in the driver seat of his vehicle. There was an unopened can of Bud Light beer on the passenger seat and a bottle of Bacardi rum in the back seat. Officers asked Garcia to step out of the locked car multiple times but he refused. Eventually officers broke the car window to gain entry into the locked car. Garcia was taken into custody for obstructing a police officer. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail
