October 16th Press Release 2023

On October 15, 2023, at 2:59 a.m., Norfolk Police were called to a residence in the 1200 block of West Phillip Avenue for an assault.  Officers located an adult female with a bloody nose and redness to her left cheek.  The victim stated that she had been assaulted by Dylan E. Osborne, 27, of Norfolk. The assault had occurred at the residence after he arrived at the house and entered the residence uninvited. Osborne had left the residence prior to the officers’ arrival, but officers located him in a vehicle near 10th Street and West Park Avenue.  A traffic stop was performed on the vehicle.  Osborne was in the passenger seat and had blood on his knuckles.  He was asked to exit the vehicle and told that he was under arrest.  He refused to comply, and officers had to remove him from the vehicle.  During the struggle to handcuff him, a Taser was deployed.  Osborne was taken into custody and arrested for third degree domestic assault, trespassing, obstructing a peace officer and resisting arrest.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.  Osborne has a prior arrest for third degree domestic assault for assaulting the same victim in August, at the same residence. Osborne has court ordered no contact order that restricts him from contacting the victim.

On October 15, 2023, at 6:40 a.m., Norfolk Police were called to a residence in the 400 block of East Prospect Avenue for an assault report.  The adult female victim reported that she had just been assaulted by Justin G. Bear, 39, of Norfolk.  She explained that Bear had struck her several times and stabbed her with a fork in the side of her face.  Norfolk Rescue was called to the scene and transported the victim to Faith Regional Hospital.  Officers recovered the fork used in the assault.  A child was present during the assault and the victim had a protection order against Bear.  

While taking the report, additional Norfolk Police Officers and Madsion County Deputies searched for Bear.  Using a drone equipped with a thermal camera, Bear was located hiding in the construction zone near 1st Street.  He was arrested for second degree assault, assault by strangulation, use of a deadly weapon to commit a felony, protection order violation, obstructing a peace officer and child abuse. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
