October 25th Press Release 2023

The body recovered on October 19th, in the chimney of 1414 S 3rd Street, has been identified by scars, marks, tattoos, and an identification card found with the victim, as Zachariah A. Andrews, 29, of Norfolk.  Norfolk Police have had regular contact with Zachariah’s family since the beginning of the investigation. This is an ongoing investigation and additional information will be released as it becomes available.

On September 16, 2023, at 3:17 p.m., Norfolk Police received a call from a resident of 1414 South 3rd Street.  The resident reported that he heard a man yelling for help and that it appeared to be coming from the first floor.  Two officers responded and had contact with the reporting party at his apartment.  The resident stated that there was yelling about three to four minutes before officers arrived, but he could not hear it anymore.  The reporter was instructed to call back if he heard it again.  The responding officers also had contact with three additional residents, including the apartment beneath the reporting party, and no other person heard the yelling.  There was a loud television playing in an apartment that officers checked with.  

On September 20, 2023, a parking warning was placed on Andrews’ vehicle that was parked in the 300 block of Northwestern Avenue. A missing persons report was taken on October 3, 2023, and he was entered into the national database of missing persons.  It was reported that Andrews was last seen September 15th at about 12:00 p.m. in the 1200 block of West Norfolk Avenue.
