Blanchard, 35, homeless.  A check of his record showed that he had an active Stanton County arrest warrant.  He was taken into custody.  In a subsequent search, officers recovered methamphetamine and a glass pipe from him.  The stolen merchandise, totaling $362, was also recovered.  He was arrested for possession of a controlled substance and shoplifting.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

During the evening hours on October 1, 2022, Norfolk Police received three separate reports of a male either attempting to, or actually entering residences, in western Norfolk.  During the final call, the male entered the home while the residents were in the basement watching television.  The resident heard the individual on the first floor of the residence and confront the male as he descended the stairs.  The male was escorted out of the home.  Responding officers located the male and identified him as Randy J. Blacktaildeer, 31, of Norfolk.  He was arrested for first-degree criminal trespassing.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
