September 18th Press Release 2023

On September 16, 2023, at 6:30 p.m., Norfolk dispatch received a call of a female in the lobby of a business in the 1200 block of South 13th Street who stated that she had been assaulted and needed a rescue unit.  Norfolk Rescue and Norfolk Police responded.  The victim told officers that she had been assaulted and strangled several times the previous night to the point of her becoming unconscious.  She identified the suspect as Jayson I. Blakey, 30, of Sioux City.  The victim continued and described that earlier today, Blakely again choked her and slammed her head against the wall.  He further was preventing her from leaving the room.  The victim was transported to Faith Regional Hospital for treatment.  Officers located Blakely and spoke to him about the assaults.  At the conclusion of the investigation, Blakely was arrested for assault by strangulation, third degree domestic assault, first degree false imprisonment, and for a protection order violation as the victim currently had a protection order against Blakely.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail

On September 17, 2023, at 6:57 a.m., Norfolk Police were called to a business in the 2200 block of Market Lane for a complaint of Johnnie V. Phillips, 45, homeless, who was in the lobby, was not a guest, and refused employees' demands to leave.  Phillips had previously been given a trespass warning for this property.  Officers knew of Phillips and his recent contacts with law enforcement over the past few days.  He had been issued 11 various trespassing warnings to various local businesses.  When officers arrived, they arrested Phillips for second degree trespassing. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

On September 16, 2023, at 9:47 a.m., Norfolk Police responded to a residence in the 1000 block of South 3rd Street for an assault. Officers had contact with an adult female who had multiple bruises around her lips, and a bruise on her thigh.  Additionally, her nine-year-old child had an approximately quarter size lump on his head.  The female stated that she and Jonathan D. Pilliza Suarez, 30, of Norfolk, were in an argument that ended when Pilliza Suarez struck her in the face and head several times.  As she fled the room, Pilliza Suarez struck her child and broke a school computer. Pilliza Suarez was questioned about the incident and subsequently arrested for third degree domestic assault and child abuse.  He was also cited for criminal mischief for the damage to the computer.  He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
