On September 19, 2023, at 3:15 p.m., Norfolk Police were called to storage units located in the 900 block of East Omaha Avenue for a suspicious person.  Officers had contact with Merced Casiano-Escobar, 29, homeless.  Through an investigation, it was learned that Casiano-Escobar had entered several of the storage units and had removed some items of value.  Property managers confirmed that he did not rent any of the units.  He was arrested for second-degree trespassing and burglary.  The owners of the stolen items were identified and the items were returned to them.  Casiano-Escobar was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
