During the Norfolk Police Division’s regular sexual offender registry compliance check, it was discovered that Ronald P. Bowers, 48, homeless, had been out of compliance with the law. Bowers was evicted from his residence on August 3, 2020 and did not re-register as a “transient” with the Madison County Sheriff until August 12, 2020. A registered offender must register within three days of leaving an address. On September 1, 2020, Bowers was located at Skyview Park. He was arrested and taken into custody for sexual offender registration violation. In a subsequent search, officers recovered a small baggie with white powder, which tested positive for methamphetamine, from his wallet. He was then also arrested for possession of a controlled substance. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.

On September 1, 2020, at 9:26 a.m., Norfolk Police were called to a business in the 800 block of West Norfolk Avenue for a male that was passed out inside the business. Officers arrived and after several attempts, was able to wake the man. He was identified as Tristan J. Simoni, 32, of Norfolk. Simoni had several of his belongings, including his wallet and cell phone, sitting on top of a table just above the area where he had been laying. An officer observed a broken glass pipe containing a burnt powdery residue amongst these items. He was questioned about the items and officers tested the pipe for controlled substances. The pipe tested positive for methamphetamine. Simoni was then arrested for possession of a controlled substance and cited for possession of drug paraphernalia. He was housed in the Norfolk City Jail and later transferred to the Madison County Jail.
