Lead Service Line Survey

The Environmental Protection Agency (EPA) recently announced changes to drinking water regulations that require the City of Norfolk to identify all materials used in the construction of all water customer owned service lines. The goal of these changes is to identify and remove all lead pipes in the drinking water system. The City of Norfolk must identify all materials used for all water service lines, which means that we will need your help!

The Nebraska Department of Environment and Energy (NDEE) is requiring the City of Norfolk to submit this information before October 1, 2024. If the required information cannot be gathered from the homeowner, NDEE may require the City of Norfolk to excavate private lines in order to identify them. That would be very time-consuming and expensive. We need your help to complete this requirement. We have a few different options to complete the survey:

  • You can fill out, print then bring this paper copy of the Survey to City Offices at 309 N 5th Street
  • Scan the completed paper copy of the survey and E-mail to

Lead Service Line Survey

  1. Locate the water meter; find the water pipe coming from the floor or basement wall.  

  2. Determine the material of your service line. This is easy to do using a magnet and a coin.  Gently scratch the surface of the pipe with a coin, and touch a magnet to the pipe.
    1. If the pipe is soft, easily scratched with a silver shine and a magnet doesn’t stick.  This is a lead pipe.
    2. If the pipe scratches with a dull color, and a magnet sticks, this is a galvanized steel pipe.
    3. If the pipe scratches with color looks like a penny, and a magnet doesn’t stick, this is a copper pipe.

The Environmental Protection Agency (EPA) requires that the materials used in customer owned service lines be identified.   Completing and returning this form fulfills this requirement.  Failure to complete this survey may require inspection by the City of Norfolk (including excavting private lines).
