On September 2, 2020 at 2:47 p.m., Norfolk Police were called to speak to an assault victim that was currently in the 1200 block of Omaha Avenue. Officers interviewed the 25 year old female victim. During the Norfolk Police Division’s regular sexual offender registry compliance check, it was discovered that Ronald P. Bowers, 48, homeless, had been out of compliance with the law. Bowers was evicted from his residence on August 3, 2020 and did not re-register as a “transient” with the Madison County Sheriff until August 12, 2020. On August 23, 2020 at 1:08 p.m., a Norfolk Police officer performed a traffic stop in the 100 block of Cedar. The driver was identified as David J. Sehi, 38, of Pierce.
