On July 7, 2020 at 8:30 p.m., a Norfolk Police officer saw a pickup and camper parked in the parking lot on the north side of Skyview Lake. There was a power cord running from the shelter to the camper. Camping is not allowed at Skyview Lake. One of the individuals assigned for verification was David C. Wilhelm, 58, of Norfolk. On June 25, 2020 at 6:25 a.m., Norfolk Police were called to check on a male sleeping in a running car in the 1200 block of Koenigstein Avenue. Officers arrived and found a male passed out in the driver’s seat. Officers recognized him as Riley J. Hamilton, 22, of Norfolk. Officers were able to wake Hamilton from his sleep. On June 19, 2020 at 12:29 p.m., Norfolk Police officers had contact with Juan A. Loya, 30, of Norfolk, He was taken into custody as he had an outstanding Madison County arrest warrant. On June 5, 2020, the Norfolk Police Division received a complaint about a felon who was in possession of a firearm. The anonymous complaint stated that John B. Costello, 61, of Norfolk, was in possession of firearms. Officers had contact with Costello at his residence and recovered a .45 caliber handgun and a .223 rifle. Costello was arrested for possession of a deadly weapon by a prohibited person.…

Protection Order Violation, Resisting Arrest, Assault on an Officer
On 6-4-2020 at approximately 11:00 a.m. Norfolk Police were called to a disturbance in
the 1400 block of Elm Avenue. The victim had a harassment protection order against 38
year old Crystal Eberhardt of Norfolk. Eberhardt was disturbing the peace of the victim
and neighbors but left before officers arrived.

On May 30, 2020, a Norfolk Police officer performed a traffic stop on a vehicle in the 100 block of S. 27th Street. The driver was identified as Ellis E. Cournoyer, 39, of Norfolk.
