On September 9, 2022, a third-degree sexual assault of a child was reported to the Norfolk Police Division.  The victim was a 15-year-old female.  She reported that Carlos J. On August 27, 2022 at 3:00 a.m., a Norfolk Police officer conducted a traffic stop on the vehicle that was speeding in the 800 block of S. 13th street.  The officer had contact with the driver who was identified as Chad E. On August 23, 2022, Norfolk Police investigated a burglary that occurred overnight, at a business in the 2000 block of West Pasewalk Avenue.  The suspect was caught on surveillance video breaking into a drawer that contained a cash box and removing the cash.  He had a distinctive neck tattoo.  Staff suspected that the individual was part of the nighttime cleaning crew.  Officers had contact…
